Former San Diego Police Officer and three co-defendants charged – Press Releases

A federal judge in the Southern District of California today partially unsealed an indictment charging four people with conspiracy, interstate and foreign travel or transportation in support of extortion (ITAR), money laundering, making false statements to a mortgage lender and wire fraud for conduct in connection with the ownership and operation of five illegal massage businesses that sell commercial sex under the guise of providing therapeutic massage services in California and Arizona.

According to the indictment, Peter Griffin, 78, Kyung Sook Hernandez, 58, Yu Hong Tan, 56, and a fourth defendant under seal owned and operated the illegal massage shops at various times between 2013 and August 2022. These included use of cell phones, the internet and from banking channels to register their companies, advertise commercial sex services online, hire several women for commercial sex services in the companies, manage the finances of the illegal companies, and profit from the illegal companies.

Griffin, a retired police officer and former attorney, previously worked as a detective with the San Diego Police Department’s Vice Operations Unit, a unit tasked with dismantling the very businesses he is now responsible for operating and promoting.

Griffin was arrested near his San Diego home yesterday morning and appeared in federal court for the first time today. Hernandez and Tan were also taken into custody Thursday and appeared in federal court today. A fourth defendant remains at large.

If convicted, the defendants face up to five years in prison on conspiracy to commit and commission of ITAR; up to 30 years in prison for wire fraud, conspiracy to commit wire fraud and making false statements to a mortgage lender; and up to 10 years in prison for money laundering, as well as fines and a period of supervised release and restitution.
