We are in a particularly difficult time in our country’s political history. The combination of economic stagnation, partisan polarization, and demographic change has cost us a national consensus on what it means to have a United States. Is there any hope?

Professor Jack Balkin said yes. In his new book, The cycle of constitutional timeHe argues that in some ways, we’ve been here before. He cites the Golden Age, a period of corruption, polarization and economic change. He argues about the potential for an Age of Progress in the future – if we can overcome it in the next 5-10 years. It is a great book.

Through his group blog, BalkinizationI have been invited to the Book Symposium. inside first of two contributions, I show how these problems are repeated in the electoral team: the gerrymandering party and our old friend the Electoral College. Like him, I think there may be better days ahead. It will be helpful to know how we got here – and we’ve been here before.
